CDM Africa
As on 17th September 2010, around 2,380 Projects have been registered throughout the world, out of which the entire African continent contributes only to a meager number of 46 projects (1.9%). Africa has yet to tap its huge CDM potential.
Even among Africa, only South Africa and to a certain extent Morocco and Egypt have been able to register several projects and reap the CDM benefits. South Africa has 17 projects registered in UNFCCC whereas Morocco and Egypt have 5 registered projects each. Nigeria has 3 registered whereas Kenya, Uganda and Tunisia have 2 registered projects each.
Other African countries with atleast one CDM registered projects are Cameroon, Ivory Coast, Ethiopia, Madagascar, Mali, Mauritania, Rwanda, Senegal, Tanzania and Zambia. As on 30th April 2009, only 4 African countries out of the 17 African countries, mentioned above have issued CERs. Egypt has the large number of CERs (4,710,603) issued, followed by South Africa (1,794,261), Morocco (135,439) and Tanzania (13,587).
Development organisations, industries, CER buyers and green fund managers can play important roles in the development of many more CDM projects in Africa. Although the CER potential is very high in African CDM projects due to diesel replacement, the lack of historical data is one of the major issues in baseline estimation.
Validation cost is 50 to 100% higher in Africa when compared to that of Asia due to various reasons. The cost of developing CDM projects in Africa is also higher than that of Asia. In general the registration fee is lower in Africa when compared to that of Asia due to various concessions provided by CDM EB. In particular the registration fee for African countries which comes under Least Developed countries is waived off. Some of the development focussed CER buyers offer better price for CER in Africa.
In general, DNAs in Africa are more supportive in CDM projects and hence Host Country Approval is not a major issue in Africa.
